HB 25-1096: Automated Permits for Clean Energy Technology

• Amends the existing streamlined solar permitting and inspection grant program to add "automated permitting software" as an alternative term alongside "automated permitting and inspection software"

• Extends grant coverage for ongoing maintenance costs from three years to three years after the grantee implements the automated permitting software

• Removes the 180-day spending deadline that previously required grant recipients to use funds within 180 days of receiving grant money

• Authorizes the office to use up to 9% of funds remaining as of September 1, 2025, for direct and indirect administrative costs of the grant program

• Takes effect 90 days after the general assembly adjourns, unless a referendum petition is filed, in which case it would go to voters in November 2026
