Division of Criminal Justice required to establish an automated notification system to alert protected persons, their immediate family, and interested parties (law enforcement, judges, district attorneys, advocates) about protection order status updates

System must notify registered users about: service dates, expiration warnings at 120 and 30 days, motions to terminate orders, extreme risk protection orders against restrained persons, and firearm purchase denials or prohibited applications by restrained persons

Notifications delivered via phone call, email, text message, or mobile app in English and Spanish, with 24/7 support center and referrals to housing, healthcare, domestic violence, and financial assistance resources

Colorado Bureau of Investigation required to share relevant data with the Division; system must be compatible with existing automated victim notification system

Anticipated $500,000 in federal funds for FY 2025-26; no general fund appropriations permitted; Division may accept gifts, grants, and donations, and may use Colorado Crime Victim Services Fund; public entities granted civil liability immunity for information released or not released through the system
