Vacancy committees must now include both central committee members and individuals elected as delegates to the applicable district assembly, expanding who participates in filling vacant political party and government offices

Extends the deadline for vacancy committees to fill county commissioner vacancies from 10 days to 30 days, and extends the governor's appointment deadline from 15 days to 35 days after the vacancy occurs

Reduces the required notice period for general assembly vacancy committee meetings from 10 days to 6 days before the meeting

Applies the expanded vacancy committee membership requirements to vacancies in county commissioner offices and state school board positions

Takes effect 90 days after final adjournment of the general assembly, unless a referendum petition is filed, in which case it would go to voters in November 2026
