Repeals Colorado's participation in the National Popular Vote Interstate Compact (Part 40 of Article 60, Title 24), which would award the state's electoral votes to the presidential candidate winning the national popular vote once states with 270+ electoral votes join

Removes provisions requiring Colorado's presidential electors to vote for the national popular vote winner when the compact is in effect

Amends false slate of presidential electors penalty statutes to delete references to the national popular vote compact, returning to standard winner-take-all allocation based on state vote totals

Takes effect 90 days after legislative adjournment, unless a referendum petition is filed, in which case voters would decide at the November 2026 general election
