Creates a fallen firefighter special license plate available beginning January 1, 2026, for motorcycles, passenger cars, trucks, and recreational vehicles under 16,000 pounds empty weight

Requires applicants to provide a certificate confirming donation to a Department of Revenue-designated nonprofit organization that serves families of firefighters killed in the line of duty

Designated nonprofits must be Colorado-based, tax-exempt, in existence at least 15 years, and provide counseling, support, legal aid, education assistance, job training, and scholarships to fallen firefighters' families

Imposes two additional one-time $25 fees: one credited to the Highway Users Tax Fund and one to the Colorado DRIVES vehicle services account

Allows personalized versions of the plate with payment of applicable personalization fees
