Prohibits installation of nonfunctional turf, nonfunctional artificial turf, and invasive plant species in new multifamily residential developments with more than 12 units, effective January 1, 2028

Requires all local governments with land use authority to enact or amend regulations by January 1, 2028 to reduce irrigation water demand from turf in new residential development projects

Expands existing January 1, 2026 prohibition on nonfunctional turf in common interest communities, street rights-of-way, parking lots, and transportation corridors to include multifamily residential properties

Exempts functional turf used for recreational purposes (playgrounds, sports fields, parks, golf courses) and allows native plants, grasses hybridized for arid conditions, and low-water grasses

Permits local governments and the state to adopt more stringent requirements and to install or preserve urban trees
