Creates a temporary exception allowing vehicle owners to install EPA-compliant replacement catalytic converters instead of the stricter California Air Resources Board-compliant converters currently required under Colorado law

Exception applies only when a catalytic converter has been stolen or has mechanically failed, and the owner has made a reasonable effort to obtain a CARB-compliant replacement but been unable to do so

Stolen catalytic converters must be reported to law enforcement before the exception applies

Air Quality Control Commission must adopt implementing rules by October 1, 2025

Exception automatically repeals on July 1, 2027
