Increases the Colorado Public Utilities Commission from 3 to 5 members, effective July 1, 2026

Requires 3 commissioners to represent specific geographic regions: Denver Metro (Adams, Arapahoe, Boulder, Denver, and surrounding counties), Western Region (32 counties including Mesa, Garfield, and mountain communities), and Eastern Region (19 counties including El Paso, Pueblo, and eastern plains)

Two commissioners will represent the state at large, while the three regional commissioners must come from their designated districts

Increases the cap on commissioners from the same political party from 2 to 3 members

Commissioners continue to serve four-year terms with gubernatorial appointment and senate confirmation, with existing members continuing until their terms expire
