Establishes a Veterans Mental Health Services Program that reimburses health-care professionals for up to 26 mental health sessions per year for eligible veterans living in veterans community living centers, with additional sessions available if deemed necessary

Covers complementary behavioral health services including acupuncture, massage therapy, healing touch therapy, acupressure, and craniosacral therapy when provided by qualified professionals

Requires the first $600,000 of annual appropriations to be used for eligible veterans, with the Behavioral Health Administration coordinating program expansion

Reduces the reappropriated funds appropriation to the Department of Military and Veterans Affairs by $5,000,000 for FY 2025-26, shifting program coordination to the Behavioral Health Administration
