HB 25-1133: Requirements for Sale of Firearms Ammunition

• Retail ammunition vendors must store ammunition behind counters, in enclosed display cases, or otherwise inaccessible to customers without employee assistance

• Minimum purchase age for ammunition raised to 21, with mandatory government-issued photo ID verification for in-person sales; rimfire ammunition is exempt from age requirements

• Exceptions allow sales to persons 18-20 who are: U.S. military members/veterans, holders of hunter education certification, protected persons under a protection order, on-duty peace officers, or purchasing for use only at a shooting range

• Ammunition deliveries must use age-verification services, require recipients to present valid photo ID proving they are 21+, and obtain written acknowledgment of receipt; delivery must comply with federal labeling/packaging requirements (49 CFR 173.63)

• Violations constitute unlawful sale of ammunition (civil infraction for first offense, Class 1 misdemeanor for subsequent offenses); effective date July 1, 2026, subject to potential referendum
