HB 25-1135: Communication Devices in Schools

• Colorado charter schools and local school boards must adopt and implement policies on student communication device possession and use during the school day by July 1, 2026

• "Communication device" includes cell phones and smart watches capable of calls, texts, or internet access, but excludes school-provided laptops and tablets

• Policies cannot prohibit device use when required for ADA accommodations, IEPs, Section 504 plans, or medical monitoring

• The Colorado Department of Education must publish resources and research to assist policy development by January 5, 2026

• Schools that already adopted a communication device or cell phone policy by August 31, 2025 are exempt from the new requirements
