CO HB1141

Requires mandatory sentencing to at least the midpoint term (increased from minimum) for persons convicted of burglary, robbery, or theft from a store who have 2 prior convictions for similar store-related offenses within the preceding 4 years

Expands qualifying prior offenses to include burglary and robbery in addition to theft, and includes comparable municipal ordinance violations when determining repeat offender status

Establishes that stolen gift cards are valued at their full face value or maximum potential value for variable-load cards, regardless of whether funds have actually been loaded at the time of theft

Adds gift cards to the list of written instruments subject to forgery charges under Colorado law

Applies to offenses committed on or after the effective date, which is 90 days after the general assembly adjourns (subject to referendum petition)
