Eliminates the state retail delivery fee (currently 8.4 cents per delivery) imposed on retail sales of tangible personal property delivered by motor vehicle to Colorado purchasers

Repeals retail delivery fees collected by six state enterprises: the Community Access Enterprise, Clean Fleet Enterprise, Statewide Bridge and Tunnel Enterprise, Clean Transit Enterprise, and Nonattainment Area Air Pollution Mitigation Enterprise

Removes the exemption threshold that currently excludes retailers with $500,000 or less in annual retail sales from collecting the fees

Takes effect 90 days after final adjournment of the 2025 general assembly, unless a referendum petition is filed, in which case it would go to voters in November 2026

Maintains the enterprises themselves but eliminates their authority to impose fees on retail deliveries, requiring them to find alternative funding sources
