Creates new crime of "human trafficking of a minor for abortion or gender-affirming health-care services" when any person, corporation, or government agency transports an out-of-state minor under 18 into Colorado to help them obtain these services

Classifies the offense as a class 2 felony, which carries 8-24 years in prison under Colorado sentencing guidelines

Eliminates consent as a defense—the minor's consent to being transported or to receiving the services cannot be used by defendants

Eliminates age-related defenses—defendants cannot claim they didn't know the minor's age or reasonably believed them to be 18 or older

Takes effect 90 days after legislative adjournment, unless a referendum petition is filed, in which case it would go to voters in November 2026
