Increases statewide emergency juvenile detention beds from 22 to 39, which do not count toward the statutory detention bed cap

Allows the working group to reallocate detention beds as necessary between catchment areas and judicial districts, with simplified criteria for using emergency beds when allocated beds are full

Requires immediate dismissal of delinquency charges for juveniles found incompetent to proceed when the highest charge is a Class 2 misdemeanor, petty offense, drug misdemeanor, or traffic offense

Creates the Deflection and Community Investment Grant Program, a three-year competitive grant program providing $200,000 to $1 million per grantee to fund trauma-informed youth deflection services as alternatives to justice system involvement

Appropriates approximately $10.1 million for FY 2025-26, including $6.9 million to the Department of Human Services for 56.1 additional FTE and $3.1 million to the Department of Public Safety for the deflection grant program
