Expands the definition of "watcher" to include eligible electors selected by candidates for U.S. Senator, Representative in Congress, state offices, district offices, or county offices who are subject to a recount

Requires the Secretary of State's recount rules to allow any candidate subject to a recount to select one watcher in addition to any watchers otherwise selected for congressional, state, and district office recounts

Requires county clerks to ensure candidates subject to recounts for local offices, ballot issues, and ballot questions may also select one additional watcher for the recount

Takes effect 90 days after final adjournment of the General Assembly, unless a referendum petition is filed, in which case it would require voter approval in November 2026

Applies to recounts held on or after the effective date of the act
