By July 1, 2028, the State Department must seek federal authorization to allow Medicaid reenrollment without checking electronic data sources for members whose income consists solely of Social Security or other stable income sources

The Department, in consultation with Medicaid members and advocacy groups, will determine which income types and assets are considered stable or expected to decrease in value

Members whose income or assets have not changed since initial verification may be reenrolled without additional verification requirements, pending federal authorization

By December 31, 2026, the Department must modify the Professional Medical Information Document used for long-term services and supports assessments to reduce the number of required medical questions

A treating licensed medical professional with a bona fide physician-patient relationship must sign the Professional Medical Information Document for home- and community-based services eligibility
