Creates a new "nonprofit lobbyist" category for individuals exclusively employed by a single 501(c)(3) charitable organization who lobby as an incidental part of their duties, exempting them from professional lobbyist registration and monthly disclosure requirements

Limits nonprofit entities to 30 lobbying days per state fiscal year, with no more than 20 days occurring while the General Assembly is in session

Requires nonprofit entities to report lobbying activity to the Secretary of State within 72 hours, including the lobbyist's name, nonprofit name, date, subject matter, bill numbers, and position on legislation

Nonprofit lobbyists who exceed the day limits or no longer meet eligibility requirements must register as professional lobbyists and comply with all standard disclosure obligations beginning in the first month they no longer qualify
