Adds first-degree motor vehicle theft (under Section 18-4-409) to the list of felony convictions that prohibit a person from possessing, using, or carrying firearms or other weapons

Persons convicted of first-degree motor vehicle theft, or attempt/conspiracy to commit it, may petition the court to restore their weapon rights after 10 years from final disposition or release from supervision

Courts are required to grant the petition to restore weapon rights upon proper request once the 10-year waiting period has elapsed

Applies only to offenses committed on or after the effective date of the act
