Applies to investor-owned electric utilities serving more than 500,000 customers that deploy smart meters (advanced metering infrastructure) for residential customers on or after September 1, 2025

Requires utilities to submit a customer communication plan to the Public Utilities Commission by December 31, 2025, detailing how they will notify customers about smart meter installations and opt-out rights

Mandates utilities notify residential customers at 90, 60, and 30 days before smart meter installation, informing them of their right to refuse installation and request a traditional noncommunicating meter instead

Requires utilities to maintain a phone line and public website informing customers who already have smart meters of their right to have them removed and replaced with noncommunicating meters

All smart meters must comply with Federal Communications Commission radio frequency requirements, and utilities must publish information about customer data privacy and radio frequency communications
