Repeals existing provisions that allowed seclusion rooms with monitoring requirements, eliminating the legal framework for their use

Mandates reporting of any seclusion incidents that occur despite the prohibition, including written reports to parents within five calendar days and documentation of seclusion duration, alternatives attempted, and staff involved

Grants the Colorado Department of Education enforcement authority over seclusion investigation decisions, following federal IDEA complaint procedures
