Prohibits selling, offering for sale or adoption, bartering, or giving away pet animals in public spaces including streets, highways, parks, recreation areas, outdoor markets, and parking lots

Exempts licensed pet animal facilities, livestock sales, hunting dogs bred or trained for lawful hunting, and animals being transported to or exhibited at events sanctioned by the American Kennel Club, United Kennel Club, or other nationally recognized registering organizations

Violations constitute a class 2 misdemeanor under Colorado law

Local governments retain authority to enact their own laws regulating pet animal transfers in public spaces

Takes effect 90 days after the general assembly adjourns, unless a referendum petition is filed
