Establishes "Colorado Ranger" as a certified peace officer category requiring P.O.S.T. board certification, defined as a reserve police officer acting under the authority of an agency requesting assistance through intergovernmental or mutual aid agreements

Creates the "Colorado Rangers Law Enforcement Shared Reserve" as a statewide shared reserve law enforcement agency and political subdivision of the state formed through intergovernmental agreements between municipalities and counties

Authorizes the board to establish compensation policies for Colorado Rangers deployed for extended periods or deployed out-of-state under the Emergency Management Assistance Compact

Permits the Colorado Rangers Law Enforcement Shared Reserve to accept gifts, grants, and donations from private or public sources for authorized purposes

Requires the board to submit a sunrise application by July 1, 2025, to determine if any change in peace officer status is necessary; assigns liability for Colorado Ranger misconduct to the requesting law enforcement organization
