Creates a Work-Based Learning Consortium Pilot Program within the Department of Higher Education, contingent on receiving $2 million in gifts, grants, or donations by June 30, 2028

Establishes a consortium including representatives from participating higher education institutions, the Colorado Commission on Higher Education, Department of Labor and Employment, and Department of Education to embed industry-sponsored projects into college curricula

Requires the consortium to operate for three years and submit a report to legislative education committees on findings, impacts on students and faculty, and recommendations for policy changes

Directs the Colorado Commission on Higher Education to recommend work-based learning terminology for the Talent Development Glossary by November 1, 2026, and develop recommendations for embedding work-based learning into degree pathways by July 1, 2026

Allows institutions to use work-study program funds to cover costs of credit-bearing work-based learning requirements for graduation and extends the Universal High School Scholarship Program repeal date from December 31, 2026 to July 1, 2027
