HB 25-1192: Financial Literacy Graduation Requirement

• School districts must require completion of a course incorporating all state financial literacy standards for high school graduation

• Beginning with the 2027-28 school year, individual career and academic plans must include exposure to federal financial aid eligibility tools and practice completing FAFSA or Colorado state financial aid applications during senior year

• Students may opt out of the financial aid application practice if the student or parent declines, or if school personnel determine it is not feasible

• $210,389 appropriated from the general fund to the Department of Education for distribution to school districts that do not currently offer a financial literacy course, with unexpended funds available through the 2027-28 fiscal year

• $9,611 appropriated to the Department of Higher Education (0.1 FTE) for administration of web-based financial aid completion tool maintenance
