HB 25-1198: Regional Planning Roundtable Commission

• Creates a 21-member Regional Planning Roundtable Commission within the Department of Local Affairs to help local governments address regional planning challenges related to housing, transportation, environment, and economic development.

• Commission members include representatives from Colorado Municipal League, Colorado Counties Inc., state agencies (Agriculture, Natural Resources, Energy, Transportation, Public Health), special districts, regional councils of government, and four regional representatives appointed by the Department of Local Affairs.

• Initial appointments must be made by September 30, 2025, with members serving three-year terms without compensation; the commission convenes only when local governments request assistance with regional opportunities or challenges.

• Commission responsibilities include defining regional boundaries for roundtables, suggesting roundtable membership, identifying available state resources, and developing an integrated planning framework covering natural environment, development patterns, housing, transportation, infrastructure, economic opportunity, and healthy communities.

• Implementation is contingent on the Department receiving sufficient gifts, grants, or donations from private or public sources; General Assembly may appropriate General Fund money beginning in fiscal year 2026-27.
