Prohibits insurers from refusing to issue, canceling, or increasing premiums for homeowners, dwelling fire, multifamily commercial, or renters insurance policies based solely on the breed or mixture of breeds of a dog kept at the residence

Insurers may still take adverse action based on sound underwriting principles if a specific dog is known to be dangerous or has been legally declared dangerous under Colorado law

Housing developments receiving state financing on or after January 1, 2026 must allow tenants to own up to two pet animals (dogs or cats), subject to reasonable conditions

Reasonable conditions may include prohibitions on dangerous dogs, nuisance behavior policies, leashing and waste removal requirements, liability insurance requirements, pet deposits/rent, and unit-size-based limits on number of pets

Landlords cannot impose blanket breed restrictions or weight limits on pets in publicly financed housing; disability accommodation laws remain unaffected
