Sets the default tip offset for local minimum wages at $3.02, allowing employers to pay tipped employees that amount below the local minimum wage

Beginning January 1, 2026, local governments with minimum wages exceeding the state minimum may increase their tip offset above $3.02

Prohibits local governments from setting tip offsets so high that tipped employees would earn less than the state minimum wage minus $3.02

Applies only to employees who regularly receive tips at food and beverage establishments, and only when state law permits a tip offset

Takes effect July 1, 2025
