• Replaces fingerprint-based criminal history checks with name-based judicial record checks for marijuana business employees and license renewals, while retaining fingerprint requirements for controlling and passive beneficial owners on initial applications

• Creates "R-and-D units" allowing marijuana cultivation facilities and product manufacturers to provide regulated marijuana samples to occupational licensees for quality control and product development, with specific labeling, testing, tracking, and packaging requirements

• Reduces surveillance requirements by eliminating mandatory cameras inside mobile marijuana hospitality vehicles and removing some delivery-related record-keeping requirements, while specifying minimum surveillance areas (entry/exit points, points of sale, shipping/receiving areas, delivery vehicles)
