Expands Colorado's Concurrent Enrollment Programs Act to include courses offered by higher education institutions as part of direct admission pathway programs into STEM (science, technology, engineering, and math) degree or credential programs

Creates an exception to the current exclusion that prevents off-campus instruction courses from being covered under concurrent enrollment

Amends Colorado Revised Statutes section 22-35-110 regarding exclusions from the Concurrent Enrollment Programs Act

Takes effect 90 days after final adjournment of the general assembly, unless a referendum petition is filed, in which case voter approval would be required at the November 2026 election
