HB 25-1228: Best Value Design-Build Transportation Contracts

• Amends the definition of "best value" in Colorado Revised Statutes 43-1-1402 for transportation contract evaluations
• New evaluation factors include: project schedule, innovative solutions, increased scope, improved quality, aesthetics, sustainability, environmental impact, resilience, initial cost, and long-term life-cycle cost
• Removes previous language referencing "time needed for performance," "work management," and "project control" as evaluation criteria
• Takes effect 90 days after final adjournment of the general assembly, unless a referendum petition is filed (would then require voter approval in November 2026)
