HB 25-1234: Consumer Protection for Utility Customers

• Prohibits the State Department from requiring citizenship or immigration status on energy assistance applications unless federally required for eligibility
• Bars sharing applicant citizenship or immigration status with federal law enforcement unless required by law or court order
• Requires the State Department to notify applicants within 7 calendar days if their application is denied due to incomplete documentation, with at least 60 days to correct deficiencies (deadline no later than June 15 of the application year)
• Mandates investor-owned public utilities place a disconnection hold of up to 60 days on customers whose energy assistance applications are pending review
• Applies to retail electric and gas utilities regulated by the Public Utilities Commission; excludes cooperative electric associations and municipally owned utilities
