Establishes a statute of limitations allowing individuals who underwent gender transition procedures before age 26 to file lawsuits for damages until they reach 38 years of age

Covers both intentional and negligent acts, including claims against providers who performed procedures and entities whose employees caused the procedures to occur

Defines covered procedures as medications, sterilizing surgeries, genital reconstruction surgeries, and removal of healthy body parts performed to alter gender appearance or affirm gender perception inconsistent with biological sex

Excludes procedures treating medically verifiable disorders of sex development, such as individuals born with ambiguous sex characteristics or diagnosed chromosomal/hormonal disorders

Takes effect September 1, 2025, applies to claims not already time-barred, and includes severability provisions if any portion is found unconstitutional
