Creates a graduate medical education grant program within the Department of Public Health and Environment to fund the establishment of ACGME-accredited residency programs at Colorado health-care facilities that have never had physician resident training programs

Requires stakeholder engagement with for-profit and not-for-profit medical schools to develop grant eligibility criteria, application procedures, and reporting metrics

Prioritizes grant applicants that give preference to medical students graduating from Colorado's accredited institutions for acceptance into newly established residency programs

Prohibits the division from restricting grants to particular specialties or disadvantaging small, rural, or nonprofit applicants with high public payer mix or those providing disproportionate uncompensated care

Authorizes the department to accept gifts, grants, or donations from public or private sources, with unexpended funds rolling over to the following fiscal year without additional appropriation
