Colorado Energy Office must establish a state utility on-bill repayment program to finance energy efficiency measures, electrification measures, and energy upgrades that customers repay through monthly utility bills

Gas or electric investor-owned utilities serving more than 500,000 customers must submit plans to the Public Utilities Commission by December 31, 2027 to establish or expand on-bill repayment programs

State Treasurer will make interest-free loans totaling $50 million from the Unclaimed Property Trust Fund to the On-Bill Cash Fund ($5 million on July 1, 2025; $20 million on March 1, 2026; $25 million on July 1, 2026), to be repaid by January 1, 2046

Creates a Building Decarbonization Enterprise funded by a $400 annual fee on covered building owners (excluding public buildings) to provide technical assistance and financing for building energy efficiency and decarbonization measures

Authorizes on-bill financing tax credits for insurance companies if state revenue forecasts show sufficient room under the Referendum C cap, with potential sale proceeds of $25 million per year in fiscal years 2025-26 and 2026-27
