Creates the Building Decarbonization Enterprise within the Colorado Energy Office to provide technical assistance, financing, and support for covered building owners to meet energy benchmarking and performance standard requirements

Imposes a $400 annual building decarbonization fee on covered building owners beginning November 1, 2025, with future adjustments allowed only for inflation; public building owners are exempt from the fee

Establishes a 9-member Board of Directors to administer the enterprise, with 6 members appointed by the Governor including representatives from residential buildings, commercial buildings, energy efficiency experts, local government, and utilities

Requires a task force to be convened by July 1, 2027 to review benchmarking data and recommend 2040 performance standards to the Division by July 1, 2028, aligned with Colorado's net-zero greenhouse gas emission reduction goals

Appropriates $3,000,000 from the Building Decarbonization Enterprise Cash Fund to the Colorado Energy Office for FY 2025-26 to implement the enterprise
