Grants patients with life-threatening or severely debilitating illnesses the right to access individualized investigational drugs, biological products, and devices based on their genetic profile, including gene therapy, antisense oligonucleotides, and neoantigen vaccines

Requires eligible patients to have a physician attestation of their condition, consideration of all FDA-approved treatment options, a physician recommendation for the investigational treatment, and written informed consent

Prohibits licensing boards from taking action against health-care providers' licenses or Medicare certification solely for recommending individualized investigational treatments consistent with medical standards of care

Shields manufacturers and health-care providers from private lawsuits for harm resulting from individualized investigational treatments, provided they comply in good faith and exercise reasonable care

Clarifies that health insurers are not obligated to cover costs of individualized investigational treatments and that patients' heirs are not liable for outstanding treatment-related debt if the patient dies during treatment
