HB 25-1288: Financial Support for Federally Qualified Health Centers

• Authorizes the Department of Health Care Policy and Financing to seek and accept gifts from private or public sources for the Primary Care Fund, which receives a one-for-one federal match from CMS
• Federally qualified health centers (FQHCs) serve approximately 30% of Colorado's Medicaid patients but receive less than 2% of state Medicaid provider reimbursement
• Allows FQHCs to establish separate subsidiary companies to provide fee-for-service services outside their standard cost report, subject to state department approval and budget neutrality requirements
• Subsidiaries may pass reimbursement money directly to the parent FQHC, while subsidiary costs must be excluded from the FQHC's reimbursement rate calculations but included in cost reports
• Removes outdated fiscal year exceptions (2008-2012) regarding Primary Care Fund transfers and interest allocations
