State Board of Education must update 9th-12th grade health standards to include drug overdose education, covering fentanyl and opioid overdose risks, identification, prevention, and response by July 1, 2028 (or July 1, 2032 if $20,000 in funding is not secured by July 1, 2026)

Removes requirement that students must complete school-sponsored training before receiving opioid antagonists from school employees, allowing any individual including students to receive them on school grounds or buses

Schools may seek and accept gifts, grants, or donations to acquire opioid antagonist stock supplies, train employees to administer them, and provide student training

Updates statutory terminology from "opiate" to "opioid" and "opiate detection tests" to "non-laboratory opioid detection tests" and "additive detection tests"

Effective 90 days after legislative adjournment, subject to potential referendum petition with November 2026 ballot if challenged
