Colorado taxpayers may voluntarily donate all or a portion of their income tax refund to the Animal Protection Fund via a new checkbox on state income tax returns

Fund money is continuously appropriated to the Department of Agriculture for care of pet animals and livestock during emergencies and for temporary care of animals in crisis situations

The voluntary contribution program is exempt from sunset clause requirements and minimum contribution thresholds that apply to other tax return donation programs

$11,606 appropriated for fiscal year 2025-26 to the Department of Revenue for implementation costs, including $8,938 for taxation services, $2,318 for IT system support, and $350 for administration

Takes effect 90 days after final adjournment of the General Assembly, subject to potential referendum petition
