Adds Certified Verbatim Reporter and Certified Verbatim Reporter - Stenotype certifications to the list of court reporter credentials that authorize administering oaths or affirmations in Colorado

Previously, only court reporters with Registered Professional Reporter certification or higher could administer oaths; this expansion includes voice court reporters who use different certification pathways

Authorized court reporters may administer oaths for court proceedings, depositions, affidavits, and oaths of office throughout the state

Amends Colorado Revised Statutes section 24-12-103

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, or safety
