All health benefit plans issued or renewed in Colorado must provide coverage for gender-affirming health care, including hormone therapy, facial feminization procedures, breast/chest surgery, genital surgeries, and laser hair removal, regardless of the covered person's sex or gender.

Health plans cannot deny or limit gender-affirming care that a physical or behavioral health-care provider has determined is medically necessary for treating gender dysphoria and prescribed in accordance with generally accepted standards of care.

Testosterone prescriptions are exempted from Colorado's prescription drug monitoring program requirements, and archived testosterone prescription records must be blocked from view.

The Health Insurance Affordability Enterprise is authorized to seek and accept gifts, grants, or donations from private or public sources to ensure access to legally protected health-care activities and compliance with federal funding restrictions.

The Insurance Commissioner is directed to adopt rules to implement the gender-affirming health care coverage requirements.
