HB 25-1312: Kelly Loving Act

• County clerks must issue new marriage licenses and civil union licenses reflecting a party's name change, with the new license superseding the original as the official public record without any indication the name was changed
• School dress code policies must allow students to choose from any options provided, and any school policy related to student names must be inclusive of all reasons a student might use a name different from their legal name
• The definition of "gender expression" under the Colorado Anti-Discrimination Act is expanded to include chosen name and how an individual chooses to be addressed
• Removes the one-time limit on gender designation changes for birth certificates; increases the limit from one to three times for sex designation changes on driver's licenses and identification cards (effective October 1, 2026)
• Establishes "chosen name" as a legal term meaning a name connected to an individual's protected characteristics under anti-discrimination law, provided it contains no offensive language and is not requested for frivolous purposes
