Expands allowable uses of the "Infrastructure Investment and Jobs Act" cash fund to defend Colorado against adverse federal government actions affecting federal disbursements, grants, contracts, or money transferred to the state

Authorizes the Governor's Office to hire personnel or retain contractors to respond to federal actions impacting state funding, and to reimburse the Department of Law for special assistant attorneys general

Permits fund expenditures for legal services to defend state officers or employees in federal proceedings, inquiries, hearings, or investigations, including congressional inquiries and criminal defense for official acts

Appropriates $4,000,000 from the Infrastructure Investment and Jobs Act cash fund to the Governor's Office for FY 2025-26, with unspent funds rolling over to FY 2026-27

Allows the Governor's Office to accept gifts, grants, or donations from private or public sources for these defense purposes; the fund's statutory authority expires July 1, 2028
