Creates a State Trust Lands Conservation and Recreation Work Group convened by the Department of Natural Resources Executive Director to study opportunities for conservation, climate resilience, biodiversity, and sustainable recreation on Colorado's 2.8 million surface acres and 4 million subsurface acres of state trust lands

Work group must meet at least 4 times, provide an interim report by March 16, 2026, and deliver final recommendations by September 1, 2026 to the Governor, legislative committees, State Board of Land Commissioners, and Department of Natural Resources

Appointing authorities must select 26+ voting members by September 5, 2025, including representatives from agriculture, oil and gas, renewable energy, mining, environmental organizations, outdoor recreation, housing, education, tribal nations, and local governments

State Board of Land Commissioners must adopt administrative policies or rules by February 15, 2027 establishing a framework for conservation leases, a process for balancing revenue with long-term land value, and a schedule to update stewardship trust management plans by December 2028

Appropriates $393,506 from the state land board trust administration fund for FY 2025-26 to support 1.6 additional FTE for program implementation
