Prohibits the manufacture, distribution, transfer, sale, and purchase of "specified semiautomatic firearms" (semiautomatic rifles/shotguns with detachable magazines and gas-operated semiautomatic handguns with detachable magazines) beginning August 1, 2026

Exempts law enforcement, military, licensed dealers, gunsmiths, certain historical/antique firearms, .22 caliber rimfire firearms, recoil-operated handguns, manually-operated firearms, and approximately 40 specifically named firearm models

Allows civilians to purchase specified semiautomatic firearms if they complete a hunter education course plus a 4-hour basic firearms safety course within 5 years, or a 12-hour extended firearms safety course within 5 years

Reclassifies "rapid-fire devices" (any device that increases a semiautomatic firearm's rate of fire) as dangerous weapons and upgrades large-capacity magazine violations from class 2 to class 1 misdemeanor

Creates a firearms training and safety course record system operated by the Division of Parks and Wildlife, funded by a new cash fund, and requires sheriffs to issue firearms safety course eligibility cards after background checks and attestations
