Creates the Prescribed Fire Claims Cash Fund with a $250,000 transfer from the general fund on July 1, 2025, to pay claims for suppression costs and damages resulting from prescribed burns conducted in compliance with state standards

Maximum claim payment per prescribed burn is the greater of $20,000 or 10% of the fund balance at the time of filing; claimants who receive full payment must waive future claims against the burn manager, participating organizations, funders, and landowners

Requires certified prescribed burn managers to register burn plans with the Division of Fire Prevention and Control and pay a $100 administrative fee (or higher based on burn complexity) before conducting burns

Establishes reciprocity allowing individuals with valid prescribed burn certifications from other states or entities to obtain Colorado certification

Expands "CO-EI costs" to include commission-approved pretax costs for electric utility programs mitigating extreme weather, wildfires, climate change, or other hazards, including wildfire mitigation plans
