Starting July 1, 2027, eligible individuals can obtain identification documents (driver's licenses, ID cards, vital statistics certificates) at no cost directly at DMV locations, mobile units, and vital statistics offices without needing a physical voucher

Eligible populations include victims of domestic violence, those impacted by natural disasters, low-income individuals, people with disabilities, those experiencing homelessness, and elderly residents

Individuals may self-attest to their eligibility for the program; identity verification requirements for obtaining documents remain unchanged

The General Assembly will appropriate up to $300,000 annually from the general fund, with up to $15,000 designated for administrative costs and the remainder for reimbursing the Department of Revenue and Department of Public Health and Environment for issued documents

The Office of Health Equity may also seek and accept gifts, grants, or donations from private or public sources to supplement program funding
