Carriers may deliver insurance notices and documents electronically if the party affirmatively consents, demonstrates ability to access electronic formats, and receives clear disclosures about hardware/software requirements and withdrawal rights

Employers may consent to electronic delivery on behalf of covered employees if they confirm employees routinely use electronic communications at work and inform them of the right to opt out or provide an alternative email address

Carriers must establish consumer portals for policyholders to submit requests and notices electronically, and cannot require submission by fax or non-electronic means unless the consumer chooses those methods

Health coverage plans and endorsements may be posted on carrier websites instead of mailed, provided they remain accessible while in force and for five years after expiration, with covered persons entitled to free paper copies upon request
