Creates the Pediatric Primary Care Practice Program to fund and support pediatric medical practices in integrating whole-child and whole-family health professionals into their care teams

Requires the Department of Early Childhood to contract with an implementation partner experienced in evidence-based pediatric primary care programs to operate the program

Targets children from birth to three years of age and their families, with services including developmental screenings, behavioral health consultations, caregiver-child relationship evaluations, and family risk factor screenings

Directs the Department to work with Health Care Policy and Financing and the Behavioral Health Administration to identify funding sources, including potential Medicaid and Children's Basic Health Plan options, with a report due to the Joint Budget Committee by January 1, 2026

Implementation is contingent on sufficient appropriations; the Department is not obligated to implement until adequate funding is secured
